The East African Development Bank (EADB) was established in 1967 with the remit to provide financial and related support to its member countries, which currently are Kenya, Tanzania, Rwanda and Uganda. The East African Development bank has a country office in each of its member countries.
On behalf of East African Development Bank, we are seeking to recruit a highly competent, motivated and professional individual(s) to fill the position of Country Manager.
The Country Manager will be charged with the overall responsibility for the provision of oversight on all the Bank’s operational activities in the host country. The candidate must be genuinely committed to the Bank’s mandate and institutional goals. In addition, the role holder must have strategic vision and demonstrate necessary technical skills to respond to the dynamic environment in the particular country and within East Africa.
Key Duties and Responsibilities
1.Lead in developing financial models and negotiating documentation for complex projects, such documents include investment agreements and security documentation;
2.Carry out thorough risk assessments and ensure that all risks associated with the Bank’s new lending, equity and other products are clearly identified and where such risks are acceptable, appropriate mitigation measures are instituted;
3.Initiate, manage and review the disbursement of funds to approved projects in accordance with the Bank’s policies and procedures;
4.Formulate and propose new approaches to the Bank’s interventions, develop new products, products strategies, policies, procedures, guidelines and standards for the Bank’s intervention;
5.Prepare and execute business development strategies and actively promote the Bank's products to potential clients;
6.Develop and maintain sound relationships between the Bank and the host country to ensure that the Bank is well informed about the country’s strategic priorities;
7.Pro-actively identify potential investment partners and opportunities based on financial capability, development and economic impact;
8.Provide input to the annual portfolio performance review; evaluate the quality and volume of operations in the portfolio and ensure the timely monitoring and supervision of projects in the country and
9.Provide leadership and administrative oversight in the management of the country office.
Key Qualifications and Experience
The successful candidate must have at least ten years’ experience in project cycle management with specific competences in project appraisal and supervision in an active commercial, merchant, or development banking environment, including at least five years’ experience at senior management level. S/he should have a Master’s Degree in Finance, Economics, Commerce, Accounting, Law or any other equivalent and relevant qualification from a recognized university
Technical Competencies
1.Must have a comprehensive banking background and extensive high level practical experience in banking;
2.Must have demonstrable experience in end-to-end project management and provision of advisory services;
3.Must have thorough knowledge and practical experience of investment and financial analysis of long term projects and expertise in reviewing and negotiating relevant agreements;
4.Must have a strong credit background of not less than 8 years;
5.Must have experience with PPPs and PFIs.
Behavioral Competencies
1.Must demonstrate impeccable integrity, honesty and a strong ethical background with an ability to resist and maintain zero tolerance for corrupt, political and other undesirable influences;
2.Must demonstrate strong leadership and people management skills;
3.Must be able to establish and maintain constructive and effective relationships with key stakeholders;
4.Must possess marketing and public relations skills;
5.Must possess strong interpersonal skills
Additional Information
The position is tenable in any of the Bank’s member states and applicants must be willing to relocate outside their countries of domicile.
