ROLE PURPOSE

This role will be ;

  • Liaise with program teams to ensure timely execution of program activities and budget spending as per grant restrictions
  • Execute and coordinate all donor and financial reporting for assigned grants
  • Liaise with M&E team to get appropriate data as needed for relevant reports
  • Liaise with program staff to get appropriate inputs as needed for relevant reports
  • Liaise with ERM to submit donor and financial reports on time
  • Generally liaise with assigned donors as needed (primary focal point & backstopper per grant)
  • Regularly update Program Manager on grant progress


DIMENSIONS OF THE ROLE

  • Directly reports to the Emergency Response Manager
  • Responsible for timely implementation of their portion of a total project budget of circa.
  • Manages and leads the implementation of the project within donor guidelines

ACCOUNTABILITIES
General Activities

  • Ensure and oversee the weekly, monthly and quarterly activities’ planning by component
  • Work with the ERM to oversee the management of the grant, including timely implementation of planned activities and the appropriate expenditure of funds.
  • Work with the finance and administration / logistics / security teams to ensure that project activities and reports are implemented in a timely manner and in accordance with the project logical framework and Plan International and Donors procedures.
  • Design and transfer a monthly forecast to the ERM and logistics team to ensure the regular and timely implementation of the activities in the field
  • Prepare weekly and monthly narrative reports in time and without delay.
  • Prepare regular reports on budgets and expenditures together with finances, keeping track of spending and to propose corrective measures if necessary.
  • Oversee the database and ensure it is updated regularly and appropriately.
  • Ensure proper coordination with other agencies and NGOs
  • Liaise between the organization and the local authorities in the areas of Project Interventions
  • Enlist the support of the government, NGOs, and community stakeholders.

Capacity building and training:

  • Identify needs and design a capacity building program in key areas such as child protection, child rights, monitoring and evaluation in accordance with the requirements of donors
  • Provide trainings to Plan and partners’ staff, incentive workers and volunteers and main stakeholders.
  • Ensure that the Plan International child protection policy is respected by project staff and by the incentive workers.

Monitoring and evaluation:

  • Identify the weaknesses of project activities and propose solutions to strengthen
  • Write a monthly report according to the model defined with the MEAL officer and manager, including additional charts and diagrams
  • Conduct a baseline study
  • Assist the MEAL officer and manager to develop a monitoring and evaluation plan in line with the Donor reporting requirements.
  • Assist the MEAL officer and manager to facilitate internal and external evaluations of the project, the use of these opportunities and to encourage the realization of documents, challenges and learning opportunities.
  • Preparation of weekly and monthly reports.

Compliance

  • Ensure compliance with the Donor and Plan International rules and regulations in all areas including financial management, record keeping, procurement, etc.
  • Comply with Plan International policies and procedures
  • Ensure that receipts and supporting documents are provided to the Finance department in Kibondo, in accordance with the Donor and Plan International requirements.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential

  • At least 4 years of experience coordinating emergency projects within an International NGO
  • Professional experience interacting with partners and achieving project outcomes accordingly
  • A bachelor degree in relevant areas such as social science/ development studies or equivalent work experience;

Desirable

  • Strong verbal and written communication skills in English
  • Be a positive role model and demonstrate conflict-solving behaviors.
  • Management and leadership skills.
  • Skills in communicating with multicultural populations.
  • Knowledge of child development and family interactions.
  • Knowledge of PSS and interaction with problematic youths

  • Ability to build and foster collaborative working relationships with diverse stakeholders including project staff, partner staff, local government representative
  • Ability to monitor project results and expenditures against work plans
  • Editing and report writing skills
  • Strong facilitation and training skills to supervise the work of the staff involved in this programming.

PHYSICAL ENVIRONMENT
The post holder will be working 5o% of his/her time at the camps and 50% at the office.
